Hello,
Work thus far in the eLib programme has highlighted the need for closer
collaboration with various stakeholders from outside of the HE community.
In particular, the eLib projects working in On demand publishing and
Electronic Short Loan collections have emphasised the need for
collaborative work between those working in HE information services and the
publishing community.
Over the last 12 months the Joint Information Systems Committee and the
Publishers Associations have established several working parties to examine
various issue areas of "customised publishing".
The working parties addressed the following areas (in the context of
activities in an electronic environment):
Clearance Mechanisms
Fair Dealing
Licencing Arrangements
Archiving
These working groups were not meant to be broadly representative and
involved between 3-5 people from each community. The groups agreed to
proceed by "Chatham House rules" and to focus on practical solutions (where
possible) to what were generally mutual problems. By and large the process
has been very successful.
All of the above parties have produced reports with the exception of the
group on Licencing which has created a model licence rather than a report.
Most of this material will be made available to both the HE and publishing
communities and we are in the process of organising that dissemination.
The first of the 4 reports is now available via the eLib web pages. The
report on Clearance Mechanisms is now linked from
http://www.ukoln.ac.uk/elib
The model licence which has been drafted by the working party on licencing
will be circulated (along with the report on Fair Dealing) to both
communities soon for consultation. After this initial consultation
process, the material will be available on the web (linked from the eLib
pages).
