Misha, your proposals look like an excellent way of formalising current
'best' practice, although I agree with Jon Knight that they should form
the basis of a FORMAL best practice for DC syntax rather than a
prescriptive set of rules.
As Jon argues, search engine builders should be free to ignore case in
Dublin Core element syntax if they feel the need, especially as we can be
fairly sure that USERS won't always (or ever?) get it right... ;-)
