What I was trying to convey is that given, say:
<meta name="DC.title" lang="en" content="Reuters Standard for Metadata">
we may well see:
<meta name="DC.title" lang="fr" content="Norme Reuters pour Metadata">
but not:
<meta name="DC.titre" lang="fr" content="Norme Reuters pour Metadata">
ie that the English text "DC.title" does not get translated to the French
"DC.titre".
