I sent this message to this list in April. I have received very few
comments about the DC Qualifiers document. Some people have asked the
status of it. Shall I assume that the lack of comments means that
everyone agrees with it? (that should get you all talking)

I have made available a proposal for Dublin Core Qualifiers/Substructure,
attempting to find a middle ground between the "minimalists" (those
wanting a minimum of DC qualifiers and substructure if any) and
"structuralists" (those wanting more complexity). This is probably an
impossible task, but this is a first cut to start some discussion and
should be considered a strawman proposal. Warwick Cathro is setting up a
mailing list for those who signed up for this working group at DC4.
Perhaps after some initial general discussion and reaction, that group can
continue to work out the details.
