Note that when you use the HTML META NAME attribute, e.g.
<META NAME="dc.percy" ....>
the value is (by definition of HTML) not case sensitive: an HTML
editor is free to render the name in all capital letters, and an
HTML parser is _required_ to convert NAME to all caps.
