The concept of a personal homepage is one that is relatively easy to
understand, and could use some kind of identifier. Also, some people
are already using this tag.
It's pretty easy to guess that the homepage for KODAK
is http://www.kodak.com (or just type "kodak" into Netscape's open
dialog). Conversely, one might assume that http://www.something/ is a
corporate or organisational homepage.
However, there are many varied formats for personal ones, so it's not so
easy to determine.
http://some.edu/~aardvaark
http://some.edu/~aardvaark
http://some.com/users/aardvaark/
http://another.com/personal/aardvaark.htm
etc. etc.

TYPE vs FORMAT
If we have FORMAT to say what kind of representation is being used, maybe
we should keep TYPE for a more generic description ?
TYPE=PORTRAIT
FORMAT=IMAGE/JPEG - a photograph
FORMAT=VRML - a 3D head
FORMAT=TEXT - a description
TYPE=REPORT
FORMAT=TEXT - a written report
FORMAT=AUDIO - a verbal report
FORMAT=MOVIE - a video report
or whatever
