The Higher Education Digitisation Service (HEDS) would be able to meet your
conversion needs. Please contact me if you would like to discuss this
further.
For the interest of the lis-elib list: HEDS suggests outputting the Quark
files into postscript format files suitable for direct conversion to pdf
format as the solution here.
