Fytton Rowland is right, of course, that a single point of contact
for those wishing to reproduce copyright materials has its
advantages. But would it be beyond the wit of, say, HEFC/JISC to
create an agency wherein all universities could vest their copyright?
That would reduce the number of points of contact even further. Even
then, however, such requests are likely to be for some very small
subset of the total output and should the convenience of those
wishing to reproduce be the driving factor?
