In The Netherlands I know of two organisations that have added clauses to
the copyright transfer contracts of the publishers.
In one case it has exempt copyright transfer for its own company usage
in another, a non-profit research institute has reserved the right of
(electronic) non-commercial dissemination of their own texts after 3-6
months from the publication date.
