How difficult it is to be fair and accurate! Lorcan's point in our phone
call was that the expression of interest can be vague on some details such
as final costings, detailed planning, detailed deliverables etc, which
would need to be tied down in a full proposal. I did not want to imply
that requirements in this area had been hardened; we still expect to
negotiate from a successful expression of interest to a successful
proposal, which would see all those areas firmed up.
Part of my suggestion comes from the obviously high quality of many of the
bids put in for pre-marking, coupled with a little thought about the
difficulties of the marking process. Your expression of interest is your
sole selling document until short-listing, and my intent was to encourage
you to provide the best information you have about your ideas. It seems
likely that an obviously well-planned and do-able bid will have an
advantage in giving the markers confidence. I hope I'm not changing the
ground rules but rather trying to reflect what I perceive as the reality
of the situation to you.
