I don't know if this helps... but for me, I think of "metadata" (in
this context) as an object. The transmission of this object can
happen in basically 3 ways:
- This object can be trasnsmitted *inside another* object (e.g. metadata
object inside an HTML object)
- This object can be trasnsmitted *with the* object (e.g. metadata
object transmitted with an IMAGE object from a particular server)
- This object can be trasnsmitted *from a trusted host about the*
object (e.g. metadata object for an HTML object but described by LOC)
These metadata objects may be used for a variety of different
purposes, so ideally, they should be useful with or without the object
they are describing.

text/html
text/plain
text/sgml
etc...
Also... this FORMAT is of type IMT. Another organization may come up
with another set of controlled FORMAT types which would additionally
be used.
