Ian, you'll be aware of ALCS' (The Authors' Licensing & Collecting Society)
involvement with CLA on the photocopying front.
I want to pick up on the thread of copyright for an instance: for some time
one strand of ALCS' HELP (HE and Academic Libraries Project) has been the
monitoring of copyright issues in the eLib Programme and I agree this is a
*challenging* area. As far as copyright ownership is concerned: ALCS has
used its expertise and knowledge of rights owners to assist the eLib SCOPE
Project, for example, to contact writers and clear rights for materials they
wish to use. We appreciate there are instances where rights can't be cleared
via publishers because they no longer have them (the rights may have
reverted or the material in question is out of print), and we're happy to
work with library projects to help expedite copyright clearance (and by the
way, we don't charge).
