Look at the German Mathematical Society Preprint Project as an example
of a way to build HTML 'shadow' files for PDF (or any other non-HTML
resource).
THey have basic metadata and an abstract in the HTML files, and the
files are linked to the PDF files. I think this is a very reasonable
short term solution until the PICS technology comes online.

PICS-se is based on the current PICs 1.1 specification (these folks
were ahead of the curve in recognizing the problem and a solution to
the problem), but, it is not the version that is going forward under
the auspices of the W3C to support generalized metadata. The PICS-se
model is being dicsussed by the PICS-ng working group, and some of
their ideas will undoubtably find a home in the PICS-ng specification.
The browser vendors will implement exactly one version of this
infrastructure, and there can be no doubt about which one they will
build: the one advanced by the consortium within within which they
work. PICS-ng is that version.
