I raised these cases for two reasons:
1. Because I disagree with the selection of those particular standards
as "best practice" or "default" schemes.
2. To highlight the dangers associated with a community choosing as
"defaults" schemes which that community considers to be obviously
"the best" available, without looking around to see (a) what others
are doing and (b) what others need.
The approach I would advocate is to avoid default encoding schemes except
where a full discussion of other established schemes and of broader
requirements has taken place. Where this has not happened, we should
specify free-form text as the default.
