I would like to avoid version numbering wherever possible. It would
be better to add a new version of DC using qualifiers so that the
qualifiers specify the meaning - scheme, type etc. - and when new
meanings are needed, the qualifier scheme could be changed.
I hope that we are sticking at 15 core elements but even if a new one
was added, it should add new semantics or override the semantics of
an existing element -- but the old one would be written anyway for
compatibility.
