ISSUES IN DOCUMENT DELIVERY
FIDDO Project Workshop
The Focused Investigation of Document Delivery Options (FIDDO) project is
funded under the Supporting Studies of the eLib Programme. The aim of the
project is to provide up-to-date information about the feasibility,
selection and implementation of Electronic Document Delivery (EDD)
services. The project workshop will be held at the Department of
Information and Library Studies, Loughborough University, and is likely to
be of interest to Library and Information Managers currently considering
the role of EDD services within their own institutions.

BREAKOUT GROUPS
The four parallel breakout groups held in the afternoon will provide
delegates with an opportunity to focus on issues which are of particular
interest. The results of these discussions will be shared in the final
plenary. Topics for the breakout groups are as follows:
1. Strategic Management Issues
Options for information access include 'collections' (both real and
virtual), networks, DD (in various guises), and local co-operation and
resource sharing. Decisions about these options including; 'collection'
building, site licences, and DD services embrace wider strategic
considerations such as: accommodation, staffing, technology, and
investment. How does DD fit into the overall library service?
2. Value for Money
With limited budgets that are diminishing in real terms, how can DD
services help to stretch the information pound further? What mechanisms
can be used to regulate expenditure: e.g., deposit accounts, fixed quotas,
and end-user billing? What effect does cost recovery have on demand? Is
there scope for 'bulk' purchasing via Chest from selected vendors? What
effect will competition have on prices/service?
3. Usability/Technology Issues
The proliferation of suppliers means that a variety of ordering and delivery
mechanisms are currently in use. Increasingly, these mechanisms are
electronic, sometimes platform-specific. How many systems will the ILL
librarian need to learn? Are suppliers likely to collaborate in defining a
common approach? How viable is the concept of the seamless interface?
4. End-user Issues
How will the faster turn round of document requests affect the end-users
appetite for information? How vital are the documents they request and how
much are they prepared to pay for them? Will users be prepared to invest
time learning to use software to order and receive documents directly, or
will they prefer the library to 'take care of the details'? Will users
expect 'a one-stop shop' equivalent to BLRDD?
