True. In HTML documents this is one of the benefits of stylesheets.
Stylesheets will give hints to the browser for the prefered layout.
Browsers can give the user the option to override the author-defined
layout (*such as colours). The stylesheet proposal was developed
with the needs of people with disabilities in mind. There should be no
reasons why interfaces to metadata space shouldn't be developed in a
similar way.
