The Resource Identifier field is the right place to put
a permanent identifier if it is in fact the identifier
for the web object per se, as opposed to a source object
referred to by a surrogate web page.
So, for example,

If the record in question describes Resource B
then the IDENTIFIER field should contain OCLC # 456
and the SOURCE field should contain OCLC # 123
If resource B is the primary object, then no SOURCE field
would be included.
Parenthetically, OCLC numbers are not the best public identifiers;
since they are not commonly used as public resource identifiers, it
might be better to use another ID if available, or to cite the OCLC
number as a secondary ID if there are application specific (i.e.,
library cataloging reasons) for its inclusion.
Since CD fields are repeatable, including multiple SOURCE or IDENTIFIER
fields is fine.
