I think the element name thing is not an issue at all... metadata will
have wrappers which will scope names appropriately. In fact, we anticipated
Armin's notation in the Embedded HTML convention.
I suspect the meta-element to which Peter refers may at some point be
necessary in some form... an administrative element with a well defined
structure. I think that can wait a bit, though, until we understand
better just what information should be in it.

Armin Weltin's note on the label conflict with reserved words allows me to
advance again the thought of the metaelement, which among other things would
allow a specification of the language of the elements. AW's suggestion of a
specific DC tag for each element (e.g. "DC_Date") seems to me on the one hand
more cumbersome and on the other hand less general. However I'm not as sure
of my ground on this as I'd like to be and would welcome other comments. --pg
