The Pub and Rec scheme is an adjunct to the
existing funds set up by the UK National Lottery.
Yes, it's massivley additional funding to the
extant Arts Council sump. There has been a sense
for some time here that money's driven by the
Lottery will segue with and then come to replace
those of the old Arts Council structure. We'll
have to see on that one.
New Labour is likely, and already indicating, to
change the apportionment that goes to Arts and
Sports and Heritage and so on. More will go
to Health and Education - which is not a
quibble with me, but one reason for my urging
the rightly sceptical Brits to get up off of their
butts and deal themselves a piece of leeway
while the going is still coming.
As far as i can understand what's happening, this is
an attempt to ameliorate all those sections of
artistic / sports communities who have been eeked out
by the diminishing resources over the past 15 plus years.
It's a replenishing and nourishing excerise, partly
opportunistic politics, partly desperate endgame,
partly redressing of older wounds. Partly it's looking for
the next generations of core clients.
'Experimental' work is finally being almost prioritised.
That might be because the trickledown of talent has dried
into an open schism. Healing is somewhat, even though possibly
briefly, maybe chaotically, probably unethically, at hand.
I would suggest that you can use it as a lever for your arguments.
