My proposal was to rename OtherAgent. I didn't suggest an alternate name.
Separately, and I emphasize separately, I mentioned that we could drop
OtherAgent if its functionality could be reasonably merged with another
element. I suggested merging OtherAgent and Publisher into one element
called Contributor.

Back to your question, I don't know how it relates to OtherAgent.
The only place I've seen author affiliation and institution addressed
is in Paul Miller's Metadata for the Masses paper. There he includes
them as types of Author (not OtherAgent). Would you mind putting your
question another way?
