Mochovce NPP - what happend so far
In the year 1978 the former Czechoslovak communist government
decided to build four nuclear reactors of Soviet VVER 440/213
type close to the Mochovce village. The construction started in
the year 1984 but was stopped in the year 1991 due to the lack of
financial sources. Since the splitting of Czechoslovakia
Slovaks have tried to get western finances and technology to complete
the Mochovce NPP.
In the first scenario the Slovak Energy Utilities connected
to the west European partners (Electricite de France, Bayernwerke
AG, PreuSen Elektra) and the European Bank for Reconstruction and
Development and other financial institutions. EBRD put three
main conditions to be willing to take part on financing the
Mochovce construction:
- the completition of Mochovce NPP must be the least cost option,
- Mochovce NPP must meet the international nuclear safety standards,
- the unsafe Bohunice V1 reactors must be phased out as an
exchange to secure the increase of the nuclear safety.
As it was obvious that not a one of these conditions would be met
and satisfied the construction companies decided to _end_
their participation on Mochovce project. Also EBRD will not take
part in the further activities to complete the plant.
The end of Mochovce? Not for the Slovak government!
The Slovak government is, _despite_ that, trying to complete the
plant. On september 5. 1995 the government introduced
a financial plan for Mochovce completion. On april 16. 1996 the
suppliers contracts were signed. In both of them a
consortium EUCOM takes an important part. It is a consortium of
the French Framatome and German Siemens companies. These companies
are supposed to secure the 150 mio. German marks for their
participation on the nuclear safety equipment instalation. In the
governments material are the three EBRD's conditions revealed as
unacceptable. It is obvious that the Slovak government will build
a plant which will not meet the western safety standards and will
not phase out the Bohunice NPP as soon as it should.
SIEMENS has a new motto: Let's go east!
The Siemens corporation or its subsidiaries have taken part on
construction of all the nuclear power plants which were under
construction in the former western Germany. Since the disaster at
Chernobyl NPP on April 26. 1986 there was no additional nuclear
power plant completed in Germany. Because of this the nuclear
part of Siemens is only participating on the total company's
budget with some 2.5%. The managers where forced to find out a
new strategy to keep the nuclear technology alive. The
break of the political system in the central and eastern Europe
suited them very well as there was anexpected increase of
orders to complete and repair the Soviet designed nuclear
reactors. Mochovce NPP is a muster project for Siemens which
wants to use it as a start up for many other nuclear reactors in
the region. Director of Siemens, mr. Heinrich von Pierer
said it clearly on August 9. in the interview for the Slovak
radio by expressing that Mochovce is the referenc project
for some 60 reactors of the same type in the eastern Europe.
SIEMENS and Mochovce NPP.
In the actual offer of the Mochovce completion by the Czech
Skoda company the budget of the safety improvements is smaller by
about 40% in comparison to the former scenario. That means that
Siemens is ready to take part on the project which will not
improve Mochovce NPP to the western nuclear safety standards. It
is clear that Mochovce would not obtain the license to be
operated in the European Union nor the USA due to its safety
insufficiences. Siemens will be misused by the Slovak government
as the garrantor of the western safety standards as it would be
impossible to find western financial sources for the Slovak
government otherwise.
What we all should do to get rid of Siemens at the Mochovce
project is to boycott the Siemens products. By buing any Siemens
product you should think that with Siemens you buy Mochovce as
well!!!
Stop Mochovce, boycott Siemens!
Send a protest letter, fax and email to Siemens to let them know
about your position on Mochovce issue.

will take you just several seconds but you can make a big impact
on them together with many other friends of ours. European Bank
for Recontruction and Development is out of the project partially
thanks to some 200.000 protest letters and cards against its
participation on the project. Help us.
Dear Mr. Baumann,
it is making a very bad image of the Siemens corporation that it
is willing to take part in the completition of the Slovak
Mochovce nuclear power plant. It is obvious that niether your company
nor any other is able to upgrade its safety to acceptable standards.
Mochovce would not get the license to be operated in the EU nor
the USA. To build a Mochovce somewhere near to Munchen is an
unacceptable idea. Do not take part in a project which would be
unacceptable in your country. Do not accept any
double standards.
It is clear that Mochovce is not the least cost option for the
Slovak
energy system. There are many other options for cheaper and
more environmentally friendly energy production output increase. By
halting your further participation on the Mochovce project you
will bring the real contribution to the real increase of the
nuclear safety in Slovakia and the central European countries.
It is maybe only a business for you but is dirty money you want
to earn. I want to let you know that until you halt your
participation on the Mochovce project I will
boycott all Siemens products. I will not buy any Osram, Siemens-
Nixdorf and Siemens products. Stop Mochovce!
