Rights Management is much too complicated for
the Dublin Core at this stage of development.
Rights management probably needs to be some
computational program where the rights change
depending on the user.
Let's work on getting this data in a different
way. The best we could do is to put a place
holder for a rights management pointer to be used
in the future. Response: leave it out.

The Warwick Framework was proposed specifically to provide a mechanism
for scoping elements (DC is about discovery... A terms and conditions
package is what is needed for rights management and should be seperate)
