Yup, it's related to the way browsers dither non-system colours, and
seems to affect Netscape and Internet Explorer, but not Mosaic for some
inexplicable reason.
The only way I've found to get rid of the unpleasant mottling effect is
either:
a) Reduce the colour depth of your image to 16 colour (adaptive) if
possible (this also makes them smaller and quicker to download). See the

b) In Netscape set 'Options/General Preferences.../Images/Choosing
colors:' = substitute colors, although this makes 'naturalistic' images
such as scanned photos look revolting.
