Hi Martin....yes It can get hairy!
We store all our Dublin Core records in an X.500 Database.
We went for the simple solution of putting the scheme info
in the value of the attribute. Eg:
Attribute:Identifier
Value: (uri)http://www.dstc.edu.au/
The rationale (for us) was that in the _exchange_ of
metadata - we would talk SGML (for example) and not X.500.
