Hi Marc,
I'm not aware of any such efforts, but am at the point where I need
something like that. I'll take another look at the DC DTD produced
after Warwick and see about using it inside of a MIME encoding of the
Warwick framework for when we want to bring in packages in non-SGML
formats.
As far as an Internet Media Type goes, I think text/sgml is the
right thing to do for SGML versions of the Dublin core, although I need
to take another look at the text/sgml draft. (I was thinking that
text/sgml should have a parameter where we could identify the DTD
being followed, and it didn't allow that the last time I looked).
For a variety of reasons (technical and political) I don't think we
want to go for a new major content type like meta/* or meta/dublin-core.
