Before you create the list, you might want to know that the subgroup that
formed in Warwick to draft the Metadata Users Guide is already on it.
We should have a draft ready for this list to review in a couple weeks.

The user guide subgroup is also working on an alternative. Basically,
we use conformant HTML with ';' as a separator, as in
<META name="Author; role=composer" content="Sullivan Sir Arthur S.">
The ';' is nice because it's also a separator for "content", as in
<META name="Author" content="Marx, K; Engels, F">
At any rate, that's where we are right now. It makes some sense to change
Author to DC.Author, since that was the consensus of the recent W3C Indexing
and Searching workshop in Boston.
