semantics here! If I understand your usage then Dublin Core records are
any record that contain the DC elements; whereas the DC element set is the
13 core elements. I think we need a name for records that just consist of
the core set...

I think this illustrates the need to establish a registry of DC qualifiers
pretty quickly!
