I suggest that schemes need to identify the naming authority
who owns the scheme.
A URNish way to do that is with a colon:
SCHEME="dublin:author"
or
NAME="dublin:author"
This is like the deprecatingly-named ``dot kludge'', except that robots
only need to go to the colon to see if they understand it or not.
I'm not sure if you can have a colon in a NAME value, so you might need
to add a scheme attribute. But I think the dots are actually OK.
