I am not aware of any direct analogues under the libraries programme,
although Action Line C in the last call was meant to be hospitable to this
kind of thing. (There is another call for proposals in December - but I am
not sure what the focus is).
Desire is a 'Telematics for research' project (it is not in the libraries
programme).
Desire includes a subject gateway component. There will be subject
gateways in Social Sciences, Art, and Engineering (related to existing
initiatives SOSIG, Royal Library in the Netherlands, and Lund/Eels
respectively) which will use a ROADS-based approach.
I say a little bit about Desire in 'ROADS to Desire' in the current issue
of D-Lib magazine which has a metadata section with several articles.
