Dear Colleague

                    electronic Law Reports - Site Licence

CHEST is pleased to announce that it has reached agreement with Context
Limited, on the basis of a full Site Licence and fixed costs until 30 June
2001, for the provision of the electronic Law Reports on CD-ROM as detailed
in the attached Overview.

This Agreement has been reached in consultation with the CTI Centre for Law
and with the full support of the Joint Information Services Committee (JISC)
which has contributed towards the costs.

The annual charge for this Agreement varies according to whether an
Institution provides courses leading to a law degree. Once committed, an
Institution is bound until the end of the Agreement, 30 June 2001.

Note: An official purchase order must be submitted, either with the
Commitment Form or on return to CHEST of the licences (Schedule 4). CHEST
will require a purchase order for each year of the Agreement - the same
purchase order number may be used if requested.

Full details are included in the Agreement Overview and other enclosed
material.

1. Agreement Details

(v) Agreement Period

This is a 5 year Agreement commencing on 1 July 1996 and terminating on 30
June 2001.

The Agreement to which this refers is a formal agreement between The
University of Bath (CHEST) and Context.

(vi) Institution Commitment Period

Institutions may participate at any time during the period; however they
will be bound until the end of the Agreement Period.

2. Participating Sites

This Agreement is available to Institutions of Higher and Further Education,
CHEST Associated Sites and Third Level Colleges in the Republic of Ireland
(CHEST(Ireland)).

3. Background Detail / Community Evaluation

This Agreement has come about because of the need for legal resources at a
realistic price. The JISC (Joint Information Services Committee) of Funding
Councils for Higher Education has contributed towards the costs in this
Agreement. The CTI Centre for Law has been consulted.

4. Products Covered

There is only one: electronic Law Reports. The product is supplied as 2
CD-ROMs which include the data, the indexing, the interface software and the
networking software to enable the product to run either from a hard disk or
a CD tower.

5. Product Description

The Law Reports have been published since 1865 when the Incorporated Council
of Law Reporting for England and Wales was established. The Law Reports are
the authoritative series for published reports of cases which constitute
binding precedents in English Law. Electronic Law Reports supports standard
full-text searching, case link, hypertext and dynamic document linking.

Carol Ellis, CBE QC, Editor of The Law Reports writes "Computers are now
being used extensively in the legal profession and in the courts. The
Council of Law Reporting believe that a fully searchable database of the
complete series of The Law Reports at a moderate price (in accordance with
the Objects of the Council of Law Reporting) will be welcomed by the
profession.".

6. Method of Access

             + A set of CD-ROMs which may satisfactorily be loaded onto hard
               drive for networking.
             + Dial-up on-line access for interim data between issues of
               biannual updated CD-ROMs.

7. Terminal/Network Requirements

The recommended system is as follows:

             + 486DX2/50 Mhz processor
             + 8 Mbytes RAM
             + 20 Mbytes hard disk space (for software)
             + Double-speed CD-ROM drives
             + Windows 3.x
             + Systems with a higher specification will yield faster
               searching and better overall performance

eLR is being tested under Windows 95, but is not a 32-bit application.

8. Institution Evaluation

A sampler CD will be available in September.

9. Licence Type

Site licence with normal CHEST terms and conditions of use. Downloading of
the Data is allowed at any Institution for use by any member of staff or
student in accordance with the standard "Code of Conduct" for the Use of
Software or Datasets and providing each copy is annotated with the copyright
notice.

10. Personal Licences

Not available, except on commercial terms.

11. Post Termination of Agreement Period

Providing a site has been licensed for a minimum of three (3) years, all
data aquired may be used in accordance with the licence in perpetuity. If no
new agreement is negotiated licensed sites will no longer receive update
CD-ROMs or have access to the online service.

12. Product Documentation

A printed user manual is provided as part of the box set of CD-ROMs.

13. Right to Copy Documentation

Copying of Licensed Materials is permitted.

14. Training and Training Materials

Each new CD-ROM comes with context sensitive on-line help, additional data
and revised index.

15. New Database Functionality

Context will give due notice of any change to functionality and provide this
within the terms of the Agreement.

16. Updates

Monthly updates can be accessed by going online to Context via direct dial.
These updates are confined to new material atppearing between CD updates
and, although searchable, do not currently provide hypertext links. Updated
CD-ROMs, including a revised index, are provided by Context biannually.

17. Document Delivery

All data is available on CD-ROM.

18. Initial Consultancy/Support

Support will be provided by Context via a single contact or his/her deputy
at each Site. Context support can be contacted at:-

Note that this list is for discussion and whilst Context may subscribe to
the list it is not a formal support route.

Technical contacts at licensed sites are advised to join this list as it is
used by CHEST to communicate information relating to the Agreement.

19. Pricing

The charges vary according to whether an institution provides courses
leading to a law degree.

Institutions teaching law to degree level:

        o Annual charge - #2200

Annual charge for site licences taken up in first year of Agreement - #1900

A single payment of #8400 can be made to cover the whole 5 years of the
Agreement.

Institutions that do not teach law to degree level:

        o Annual charge - #1200

Note: VAT at the prevailing rate should be added to above costs.

20. Payment Terms

On receipt of a completed Licence, Sites will be invoiced for the Agreement
year in which the Licence is signed.

For each subsequent year, Sites will be invoiced three months in advance of
the anniversary date of the Agreement (invoice date: 1 April 1997, 1998,
1999 and 2000).

There is no pro-rata charging for Sites which become licensed part-way
through a year.

All payments must be made to the "University of Bath (CHEST)" within 30
calendar days of the date of invoice.

21. Access to Service and Downloading

CD-ROM and online access. Data may be downloaded from the CD-ROM and from
the online provision, providing such downloading is for use in accordance
with the terms of the licence.

22. Registration Procedures

According to individual sites' requirements.

All persons who are provided by the Licensee with the right to access or
download Data must have signed a declaration whereby they have agreed to
abide by the terms of the Site Licence. (Appendix B to the licence includes
a sample document.)
