Implementation of this in HTML is currently being discussed. The W3C
Technical Report (not yet released) on "Giving Information About
Other Respurces In HTML" says (with regard to the <LINK REL > tag
Version-Specific Relationship
A version specific link may be used to indicate the relationship of a
"living " document and a frozen versiomn. This can allow one to
delibarately refer to either the living document as exemplified by
its latest version or to a particilar version. "
The document then gives the example:

<link rev="content-language-specific href="mydoc.eng">
<link rev="content-language-specific href="mydoc.fr">
</resource>
This example is taken from the content-language-specific
relationship!
I woulds suggest that elib projects which are interested in this
should join in the discussion on the protocols. It would be a
mistake to develop our own solution to this problem at an application
level.
