Apologies if you already know this, but: CIC (Committee on Institutional
Co-operation, a collaboration of 12 US Universities representing over
500,000 students and 33,000 faculty are doing just this. At present they
are saving only the text, thus bypassing the issues of images, hyperlinks
and so on.
At present the archive consists of c50 titles; growth plans are described
as "aggressive", and also include "exploration" of the multimedia issues.
