I'd suggest "Future libraries: dreams, madness & reality" (ALA, 1995) by
Walt Crawford and Michael Gorman, which is an antidote to the works
of both Negroponte and Stoll.
Although, I'm reading "Being digital" at the moment and enjoying it, but
maybe not as a manifesto for decision makers.
