We have a number of mechanisms of funding GP time in Avon for
Commissioning, Advisory and Representative work. Here is a brief "top
of the head" synopsis of the current arrangements are! They are subject
to frequent review, but in general there is welcome acceptance that GP
time must be remunerated.
All attendances at LMC meetings are remunerated at about #80.00 - these
costs are met through the LMC levy. Also meetings attended as
representative of LMC funded either by LMC if we requested involvement,
or the parent body of the meeting if they request it.
Some LMC posts attract an honorarium:
Secretary 2/5ths target net remuneration
Chairman 1/5th target net
The LMC also manage a budget for GP involvement in Locality
Commissioning. In simple terms we fund minimal secretarial support for
Locality Lead GPs who also get #1000.00 pa minimum (potentially rising
if greater activity shown by business case).
They also get locum funding for quarterly training half days (9am-1pm).
Also #50.00 per practice per meeting attended within each locality.
Other project money available. I get #1000.00 per annum as Chair of the
Locality Commissioning sub group of LMC. Total allocation of #50,000 by
Avon Health this year this, together with about #14,000 left over from
last year, makes up the LMC locality budget. Interestingly, the LMC
were originally allocated #60,000 for GP involvement in Commissioning in
March 1994, and the LMC funded 1994/95, 1995/96 and part of the current
year. We certainly weren't profligate!
There is also a GP Strategic Advisory Group (or GP SAG!) to Avon Health.
This meets once a month, but members are expected to attend other Health
Authority meetings if requested, do paperwork and answer questions.
This is remunerated at about #79.00 per fortnight (tied to some scale I
forget)
I guess that David Plews should seek at least this level of remuneration
for his Commissioning group work.
