Both with regard to IVF but also other specialist/expensive treatments,
there should be national rulings on these as what IS unfair is that one
area should pay for NHS IVF and another doesn't. IT shouldn't matter
where you live as to whether IVF is "right" and on the NHS or not. Same
applies for all sorts of things.

The difference in success rates depends more on selection of patients
than it does on clinical skills, you can get nearly 100% success rate if
you take people who fail to concieve after one month!!!
