Why not contact de CEN/TC 251 (European committee for Standardisation -
Technical committee on Medical informatics)? I know they are very interested
in that sort of things, and I know they have already a workgroup about SGML.
In fact they have also a WWW-server, which as operational since February
1995 : their SGML-open server:

Or you can contact their secretary who, I'm sure, will point you to the
