To the contrary, even without RFA 3 some of the GP Computer systems
will have adequate audit trails and read code entries sufficient to
justify to the auditors the validity of a claim. This could be done
without the full electronic consult being revealed to the auditors.
I propose that this is good reason for non computerised practice to
computerise. The non-computerised practice may well have to expose
details in the written record to the auditor that may breach
confidentiality more than necessary for their purpose.
