You would need the powertoys tool tweakui off www.microsoft.com/ for this.
In theory you could run with a totally clean desktop, apart from the
toolbar.

I've just tried, and I can't move
Recycle Bin,
My Computer,
Network,
MS Network,
or the MS Internet icon
of my desk top.
Looks like Microsoft want these to stay put.
