This is not the case. Most GP systems are not RFA3 compliant and thus do not
have adequate audit trails. If we were to go IOS linked with Microdoc v 7.0
and they accepted changes at our end as being gospel then I could make
hundreds of UKP in an afternoon by searching overdue 1001 boxes and updating
them one by one. I could pull the notes and easily ammend them to look as if
I had mentioned contraception in a consultation in the last six months.
Without proper audit trails, which we do not have, the scope for fraud is
enourmous. The same applies to lots of other IOS. We are doing, and keeping,
sequential monthly and quarterly backups to keep copies of the data, but even
these are not tamper proof. An IT aware GP could make thousands out of IOS
links and the current software.
We have just refused to link for IOS next week, at my insistance. The
partners are astonished as this is the first computer "advance" that I have
blocked. The reason lies withe the audit trails on paper that we would have
to set up in parallel to avoid accusation of fraud. What a waste of time.
