Remember the primary task of all Civil Servants is to protect themselves,
the second is to protect their financial well-being, thirdly to protect the
Government of the day, fourthly to conceal everything in case it conflicts
with 1,2,3.
In all countries, to get anything done, you have to be a powerful, wealthy,
media active person or organisation; being vicious with the truth and
ruthless helps.
Most doctors especial in General Practice are disorganised, caring and
mostly polite.
I agree with Ahmad you have fat chance of effecting anything.
The only time I have persuaded anyone in power to help has been with
discrete 'blackmail" i.e. "I will meet you on the local TV program and you
can explain it there".
