This is easy.
Get a copy of the contract the HA has with the local trust(s). That should
be the *maximum* you need to do. Having seen our HAs contracts, it probably
says something "...provide a service...".
If your medical director won't accept this, then take this unreasonable
behaviour up with the chief executive:-)
Our HA wanted a 21 page form filling in for Anticoagulant Clinics. When LMC
pointed out the one line (ok, thats an exaggeration - it was two) covering
the entire Clinical Haematology at the trust, they saw some sense:-)
