I always thought that the capitation fees were based soley on the numbers on
the list on the first day of the quarter, this number being used for the next
three months. The closure of the link on the first day will make no
difference. If you had a lot of people register on the first day, they
wouldn't be on you list for a full quarter. Equally if they left on the first
day, then they would still be earning you money for the next three months.
This only becomes a significant loss to one practice if the list size is
rising by more than a few hundred a month. Otherwise it is a case of you win
some you lose some.
