The first requires a ring back procedure to prevent it (always done at our
end), the second leaves endelible traces that can easily result in
prosecution for fraud (ie the fax and its identifing phone number/address for
correspondance) Hacking is much more difficult to prevent and or prosecute,
isn't it?
