I meant IE3.1. Improvements are subtle but make the browser behave
more reliably and a bit faster. For a complete list of new features,
read the relevant section at the IE web site.
Either download very early in the morning or pick your MS download
site when America is asleep, i.e., choose between Washington DC and
California according to when you connect.
You can also try the UK mirror of TUCOWS, it is usually very fast.
