In theory, they can do whatever pleases them (and some fool thought
we were independent contractors, huh).
In practice, if the list size (of the retiring doctor) is less than
1200 bods, the MPC may not object to "dispersing" the list.
That, in practical terms, means that the MPC may not insist on the
HA advertising the vacancy for open competition. That means that any
other practice in the area can apply to:
a) sucseed to the whole or part of the list, or
b) the list is left "doctor-less" to wander off and register with any
one who will take them.
If no one will take them, then the issue of allocation arises and
you would hope that the matter will be brought before your LMC for
proper discussion and equitable allocation.
