What about asking patients to pay co-payment whenever they use a
service.
Politically impossible I suspect.

Dear All
As a further contribution to the clinical coding of Coop calls debate,
here is a message from Paul Amos, Medical director at CAMS...

Many thanks for raising the above issues. Clearly there was a
misunderstanding here which Lynn and I have fully resolved.
Version 2 and the GP 4 byte releases are very much alive and kicking.
We anticipate that they will remain in use for some time to come.
Our concern has been to alert potential new developers to the
possibility of designing a Version 3 compatible system now and then to
decide which version of Read to incorporate.
This provides some future proofing for developers who would wish to
use the Version 2 data set now without having to completely redesign
the system for incorporation of the Version 3 data set at some future
date.
The use of the Version 2 data set in Version 3 file format allows the
separation of software design from Read Code data set used thus
facilitating the devlopment of new Version 3 compatible systems while
allowing users to adopt Version 3 as their needs and its availability
dictate.
CAMS will fully support Adastra in the requirement to provide Read
Code functionality for their users, irrespective of which Version is
used, or which system is developed.
Regards
Paul Amos
Director
