Two suggestions:-
1. Scrap charges all together and overhaul the entire POM list. How many
me-too drugs with extremely thin evidence of efficacy have got a licence?
See Drugs & Ther on Glaxo's Ranitidine/Bismuth, etc, etc. Getting rid of
some of these horrendously expensive preparations would save a fortune and
cover the Prescription Tax.

2. Scrap prescription charges, but everybody (and I mean everybody) has to
pay to see the doctor/nurse/A&E.
