Nope. I think you might be taking this a little bit out of context.
(stones, glass houses, etc, so I better watch what I say).
I think the general thrust was that *hospital* nursing staff
have been cut, and HMG are throwing in practice nurses to their
figures to make it look as thought they haven't been cutting
down on hospital nurses.
There was also something in the same news item about how they
have reclassified nurse managers as nurses to further muddy
the waters.
