THe funding seems to be for capital projects as a one off for things
building changes that will benefit patients, specifically applied to
taking on secondary care within primary care. eg specialist clinics, DM
clinics, eye screening we presume ( though no one has told us from on
high). They say that priority will be given to things that help
patients in more than one practice etc etc etc

The money is given on improvement grant status ie 30-60% I think.
